Global Governance – Refers to the various intersecting processes that create global order. -Articulated by the intergovernmental organizations . United Nations – the most prominent intergovernmental organization. Global governance or world governance is a movement towards political cooperation among transnational actors, aimed at negotiating responses to problems that affect more than one state or region. International Organizations - it refers to intergovernmental organizations or groups that are primarily made up of member states. Powers of IOs ( Michael Barnett and Martha Finnemore-International relations scholars)
1. Classification (The Power to Classify) - International Organization can invent and apply categories and create powerful global standards. UNHCR (United Nation’s Higher Commissioner for Refugees) -They define what a refugee is. -And since states are required to accept refugees entering their borders, this power to establish identity has concrete effect. Fix Meanings (The power to fix meanings) – Broader function than the first power. International Organization as viewed by many (States, Organizations and Individuals) is the most legitimate source of information as such the meaning they create has effects on various policies. Security – they define the term not just safety from military violence but also from environmental harm. Diffuse Norms (The Power to diffuse norms) – International Organization has the power to diffuse Norms. Norms – are accepted codes of conduct that may not be strict law, but nevertheless produce regularly in behavior. -They have established global standard by spreading their ideas across the world. -Their members are called “Missionaries” of our time. -Their power to defuse norms stems from the fact that IOs are staffed with independent bureaucracies, who are considered experts in various fields. World Bank Economist – Expert of Development, thus carrying some form of authority. o They can create norms regarding the implementation and conceptualization of development projects. 1. The General Assembly (GA) – The UN’s main deliberate policymaking and presentative organ of the UN. Security Council (SC) - has primary responsibility, under the UN Charter, for the maintenance of international peace and security. -besides specific policies for peace and security. a. Functions/Powers of Security Council 1.Plan for regulations of armaments 2.Call upon parties involved in dispute for dispute settlement 3.Determine the existence of Threats to international peace, take actions in case of Threats to peace, Breach of peace or Act of aggression to restore and maintain international peace and security. 4.Peaceful settlement of local disputes through regional arrangements and agencies. 5.The Security Council also recommends to the General Assembly the appointment of the secretary General and the admission of new members of the United Nations. Economic and Social Council(ECOSOC)- The Economic and Social Council is the principal body for coordination, policy review, policy dialogue and recommendations on economic, social and environmental issues, as well as implementation of internationally agreed development goals. -promotes international social, economic cooperation and development.
Communism -It is a centralized form of government led by a single party that is often authoritarian in its rule. Socialism- It is a system that encourages cooperation rather than competition among Citizens. Oligarchy - These are governments in which a collection of individuals rules over a Nation. Aristocracy - It refers to a government form in which a small, elite ruling class have power over those in lower socioeconomic strata. Monarchy -It is a power system that appoints a person as head of state for life or until abdication. Theocracy- It refers to a form of government in which a specific religious ideology determines the leadership, laws, and customs. A top-down approach to governance presents a clear divide between top-level policy formulation and the subsequent implementation of these preset goals by administrators and service providers. ► The process of enacting policy is viewed as an implementation chain where links must be forged between various agencies. The bottom-up implementation approach initiates with the target groups and service deliverers, because they find that the target groups are the actual implementers of policy. ► The top-down implementation approach is a clear-cut system of command and control—from the government to the project, which concerns the people. Market governance mechanisms (MGMs)are formal, or informal Rules, that consciously designed to Network governance is "interfirm coordination” that is characterized by organic or informal social system, in contrast to bureaucratic structures within firms and formal contractual relationships between them.
