Background
Brunei Darussalam believes that disaster risks management must receive a
massive attention from the government. Many people are threatened every time a
disaster happened, either it naturally or human-made. Every disaster could suddenly
happen, anytime and anywhere. Although we could not guess when it will happen, at
least, we could mitigate the risks. As in Brunei, what similarly happens is floods.
Such in 2014, continuous rain caused the district of Tutong to flood, which also led to
a landslide. About 5,847 people and 1,026 houses were affected, and 51 people were
evacuated. occurred flash floods because of heavy rain. Not only floods, from 1967
till 2018 so many disaster breaks (including pandemics). Such as forest fires,
landslides, smoke haze, even influenza A (H1N1). Smoke haze and landslide is very
often face. Because almost every week there are cases of forest fires, and many parts
of the forest are damaged due to illegal logging. Brunei's government now provide
more focus on environmental degradation issues. Because it is making many
problems, threat many people not just in Brunei but also in the neighbour countries
such as Malaysia and Indonesia. The degradation issues are so difficult to restore.
Past-Action
Brunei Darussalam has a government organization called The National Disaster
Management Centre (NDMC) under the Disaster Management Order (DMO) in 2006.
Now the DMO and the NDMC is under control by the Ministry of Home Affairs
(KHEDN). The role of NDMC is to ensure the safety and well-being of the people by
encompassing all aspects of disaster management. This includes prevention,
mitigation, preparedness, response and recovery through policies, strategies and

Furthermore, Brunei has a notable response mechanism put in place to minimize the impact of disasters and facilitate post-disaster recovery and enhances copy capacity during disasters. The government allocates large amounts of funds for disaster recovery and flood mitigation plans, offers financial and material assistance for reconstruction for families and communities, and subsidizes daily subsistence when necessary. Possible Solutions Brunei believes if only using policies and institution is not very effective to minimize the risks. Because the implementation to manage the risks could meet some problem and constraints. Such budgets, location accessibility, tools availability, also the rescuer team. Brunei believes that we need to do some preventive action. Therefore, Brunei suggested some preventive action that need do, like:

  1. Educating and training people to raise awareness from disaster and emergencies situation.
  2. The government should have emergency funds saving, thus as not to be overwhelmed when an emergency occurs.
  3. Making an early warning system with meteorological and disaster management department to give public early warning and information about the situation.
  4. The military should ready to participate in rescue the victim for helping the rescue team. The Brunei Darussalam believes that all members of the United Nations shall work together, help one another, and could produce the newest solution to solve the issue. REFERENCES
