Land use planning typically involves several stages, including data collection, analysis, goal-setting strategy development and implementation.

Land use planning faces several challenges. One of the biggest challenges is political resistance, as some stakeholders may oppose certain land use policies or regulations. Other challenges include complexity, uncertainty and conflict interest among stakeholders.
Ancient civilizations such as the Romans and Chinese use land use planning to manage their cities. The Romans used centuriation to divide land and separate commercial and residential areas, while the Chinese used geomancy – also known as Feng Shui, to choose auspicious sites for cities and buildings.
In the 1960 s and 1970 s, environmental planning emerged as a response to concerns about pollution, ecology and sustainability. The establishment of the US National Environmental Policy Act in 1969 , which mandated the consideration of environmental impacts in federal decision-making, was a key factor in the emergence of environmental planning as a field of study and practice.
In the early 20 th century, zoning became a popular tool for land use in the US. Zoning laws regulates the use, height and density of buildings in different part of a city. Zoning was seen as a way to promote public health, safety and welfare, but it also had unintended consequences such as segregation and exclusion.
It is highly desirable that the CLUP be completed ahead of the CDP. This is to ensure that the location policies in the CLUP will guide the identification, screening and prioritization of programs and projects in the CDP. The Comprehensive Development Plan (CDP) is a medium-term sectoral plan of the local government.
Covering six years, the CDP outlines “how” the local government will develop the land allocated for different uses through priority programs, projects and activities. The CDP covers five development sectors: physical (or environmental), institutional, economic, social and infrastructure.
