How are documents falsified?
Falsification of Legislative Documents (Art 170) The penalty of prision correccional in its maximum period and a fine not exceeding P 1 , 200 , 000 pesos shall be imposed upon any person who, without proper authority therefor alters any bill, resolution, or ordinance enacted or approved or pending approval by either House of the Legislature or any provincial board or municipal council.
In the case of legislative documents, the only act of falsification punished in article 170 is the act of altering or the act of alteration which changes the meaning of the document that is the alteration made the document speak something false.
