I. PROJECT INFORMATION
Title of Activity: Advocacy for the Out-of- School Youths (OSYs) and
Disadvantaged Youth thru Alay Lakad Program
Date: September 8, 2023
Number of Participants: 250 (Government Employees, NGOs, Stakeholders)
Venue: Barangay Covered Court, Brgy. Minlasag, Sibutad, Zamboanga
del Norte
Total Amount: Php 37,650.00
Program Charges: ALAY LAKAD – TRUST LIABILITIES
II. BACKGROUND/RATIONALE
Education is considered to be one of the basic necessities that all of the people,
especially children and youth, have access to because even attaining basic education can
lead to a person’s success in his or her life. Education is important in eradicating poverty and
hunger and in promoting sustained, inclusive and equitable economic growth and
sustainable development. Many children/ youth don't have enough resources to go to
school and during the pandemic, the department of education in the Philippines have
declared that almost 4 million children was be considered as out-of-school youth. Almost
every year, there is a tuition fee increase among the private and public schools and an
inflation of prices for the basic necessities such as school materials, fare, food and other
necessities used in schools. The Local Government Unit of Sibutad through the Office of the
Municipal Social Welfare and Development (MSWD) continue promoting the development
of out-of- school youth and other disadvantaged youth who are 15-24 years old and single
to become self-reliant, economically productive, socially responsible citizens and able to
contribute to the development of their family and community.
Thus, the Local Government Unit of Sibutad through the Municipal Social Welfare
and Development Office in cooperation with the Local, Provincial and National Offices of this
municipality will be conducting an advocacy thru Alay Lakad Program to support the Out-of-
School Youth (OSY) and disadvantaged youth to continue their education and to help them
gain a much brighter future.
III. OBJECTIVES
To organize the Alay Lakad Program Working Committee and finalize the plan for the
facilitation of Alay Lakad 2023.
To facilitate fund raising activity through Alay Lakad with the Government Employees,
NGOs, Stakeholders.
To provide opportunities for the out-of-school youth or disadvantaged youth to
continue their Tertiary education through the Municipal Scholarship Program.
IV. PROJECT DESCRIPTION
The activity will be a one-day affair which will be participated by the Local,
Provincial and National Offices, non- government organization and other stakeholders
facilitated by the personnel of the Office of the Municipal Social Welfare and

PROJECT DESCRIPTION The activity will be a one-day affair which will be participated by the Local, Provincial and National Offices, non- government organization and other stakeholders facilitated by the personnel of the Office of the Municipal Social Welfare and

Development (MSWD) with the assistance from employees under the Local Chief Executive. The gathering will be started with a parade from the assembly venue in Sibutad Municipal Plaza to Barangay Covered Court of Minlasag, Sibutad, Zamboanga del Norte. The activity will begin with a short program and the introduction of the candidates of the Alay Lakad, counting of the proceeds and crowning of the Miss Alay Lakad 2023. Thereafter, funs and intermission number per cluster will be facilitated. Due to the very limited funds, the Municipal Social Welfare and Development Office (MSWDO) will only provide one (1) snack per participants and the breakfast and lunch will be shouldered by the respective cluster. The materials to be used in this activity will also be included in the budget appropriation. While the other expenses to be incurred in the activity will be outsourced frpm the partners and stakeholders concerning the activity like the Municipal Tourism Office, Office of the Municipal Mayor and the host Barangay LGU. The budget of this activity will be taken from the Local Council for the Protection of Children (LCPC) w/ Child Welfare Program Item No. 1 Advocacies and Trainings focused on Enhancement of Skills of Children, Parents and Caregivers.
